BGD. Risk Steward Phase 1: CapsPlusRiskSteward

Following up on this project, after the approval of the community we have finished the implementation of the initial CapsPlusRiskSteward, available on https://github.com/bgd-labs/aave-helpers/blob/master/src/riskstewards/CapsPlusRiskSteward.sol. In addition to that, we have prepared some utilities to facilitate the interaction of the risk providers with said steward, via the 2-of-2 multisig controlling it.

The next steps will be:

  1. Once the 2-of-2 multisigs are setup on all networks, we will deploy one instance of the CapsPlusRiskSteward on each one of them.
  2. We will submit a governance proposal to grant RISK_ADMIN permission on all networks with Aave v3 instances.
