[ARFC] Deploy Aave v3 on BOB

After syncing with all Service Providers, it has been decided to avoid governance burden and to increase the efficiency of this ARFC, to update the original [ARFC] Deploy Aave v3 on BOB to include the following assets as well in initial deployment.

  1. [TEMP CHECK] Onboard openUSDT to Aave V3 BOB Instance
  2. [TEMP CHECK] Onboard SolvBTC to Aave V3 BOB Instance
  3. [TEMP CHECK] Onboard xSolvBTC to Aave V3 BOB Instance

Since those 3 proposals passed successfully their respective TEMP CHECK Snapshot, and being the publication of an ARFC the next step too, we’re merging them into this proposal, so formally requesting @LlamaRisk and @ChaosLabs to provide their analysis on the following assets.

ARFC has been updated accordingly. Once this review has been done, proposal will be escalated to ARFC Snapshot.
