[ARFC] Onboard tBTC to Aave v3 on Base

Bringing some updated information to this ARFC

  • tBTC supply on Base has grown to 181 BTC worth $21M now and total tBTC minted is now at 5.715 BTC

  • Timelock for certain components (WormholeGateway, L2TBTC, L1BitcoinDepositor and L2BitcoinDepositor) have been deployed also in Base and that should not be a point of attention to move ahead this proposal as well (as per @bgdlabs analysis [ARFC] Onboard tBTC to Aave v3 on Arbitrum - #16 by bgdlabs )
