[ARFC] Add FRAX to Ethereum Aave v3

Rationale
FRAX is one of the preeminent stablecoins on the market and has shown resilience by never losing its peg. Minting and lending FRAX via its AMO seems like a logical choice for Aave v3. Moreover, FRAX will be listed under conservative parameters appropriate to market and liquidity conditions as defined by Chaos Labs, whose recommendations seem sensible to us and can be amended in case market conditions change. Therefore, we will vote YES in favour of this proposal.
