Is it typical for ETH to show as frozen on the Base network? Please let me know if I am missing something.

[Issue] ETH Collateral frozen on base market / Unable to withdraw or manage

Hello, Since the recent issues with ETH on Aave, I am unable to use my ETH as collateral, nor am I able to withdraw it or perform any other actions with it. I would like to recover my ETH collateral as soon as possible to protect my position and ensure my cbBTC is not put at risk in the event of a market crash. Could you please assist me with this issue or guide me on how to safely withdraw my assets? Thank you for your help.
