[ARFC] Emission Manager Framework Update

Title: [ARFC] Emission Manager Framework Update

Authors: @ACI (Aave Chan Initiative)

Created: 2024-03-08

Motivation

In the current market dynamic, with incentives programs becoming increasingly popular among protocols looking to collaborate, the existing framework for adding new emission managers to Aave pool reserves is considered unnecessary complex and lengthy. Given the general consensus in favor of incentives programs, it is challenging to consider a proposal that would fail to gain community support.

The current onboarding process involves:

Step Duration Description
Publish ARFC on forum 5 days Seek feedback from the community
Snapshot vote 4 days Gather consensus and obtain a YAE outcome
AIP publication 5 days Reach consensus and implement the new role

Assuming perfect sync and seamless governance, this minimum two-week timeframe is deemed inefficient. To address these challenges, we propose updating the framework to incorporate emission admins into the “Direct-to-AIP” framework.

Specification

Proposed Changes:

  1. Incorporate emission admins into the “Direct-to-AIP” framework, enabling direct escalation of proposals to the AIP stage following publication on the forum.
  2. Pre-authorize the inclusion of an emission admin as part of either an ad-hoc steward or current risk steward role to facilitate a more efficient and streamlined onboarding process.

Next Steps

  1. Community feedback and gather consensus on the proposed changes.
  2. Proceed to ARFC snapshot stage for formal community sentiment check.
  3. If successful, framework will be considered updated.

It makes absolutely sense to do this via Direct to AIP. There is not much discussion needed for an emission manager proposal. It’s either agree or disagree.

The current proposal has been escalated to ARFC Snapshot.

Vote will start tomorrow, we encourage everyone to participate and vote.

Following Snapshot monitoring, the current ARFC Snapshot ended, reaching both Quorum and YAE as winning option, with 474K votes.

The Framework is considered officially updated
