[AIP] FEI Reserve Factor Update

This proposal fixes an unintended side effect from setting the FEI Reserve Factor to 100% in AIP 96. Thanks to BGD for spotting this error and their thorough response.

Hi Everyone 
Although this thread has not been active for a while, we would like to highlight the address Llama uses to submit governance proposals to Aave has fallen beneath the 80k proposal power threshold.
If anyone in the community would like to help enable Llama to continually submit AIP proposals please do delegate proposal power only to the following address:

The proposal power was mostly sourced from Index Coop’s DPI product (60k) and with Index Coop transferring the voting rights to a new internal wallet, the engineering team at Index Coop has advised due to way the DPI sett has been created, proposal power and voting power can not be separated.
At this point in time, Llama has around 23k in proposal power which is sourced from Balancer DAO and from Llama with AAVE earned from the service provider streaming contract.
