As someone new to DeFi governance; I have been reading through Aave proposals & noticed that some fail despite strong support; simply due to insufficient voter turnout. 
This got me wondering: how exactly are quorum thresholds determined & how does that influence the success or failure of a proposal even when a majority of voters are in favor? 
I think this is an important topic for newcomers who want to participate more actively in governance. Understanding the quorum mechanics could help smaller token holders / delegates choose when to mobilize their votes more strategically.
Are there dynamic parameters involved (e.g. based on total supply or staking participation), / are the quorum thresholds fixed across all Aave networks (Ethereum, Polygon, etc.)?
It would be helpful if someone could point to an official guide / documentation that explains the formula or rules behind quorum calculations in Aave’s current governance model. I have checked Governance | Aave Protocol Documentation for reference.
I am also exploring data visualization tools like R ; what is R Programming Language best suited for in DeFi analytics?
A simple walkthrough or visual explainer would make governance more approachable for first-time voters like myself.
